DOB NOW: Build is the online platform for Owners, Professional Engineers (PE), Registered Architects (RA), Licensees, Special Inspectors, Progress Inspectors, and Filing Representatives to submit jobs to the Department of Buildings.

Using DOB NOW: Build

An eFiling account is needed to use DOB NOW: Build. If you already have an eFiling account, use the email and password used to login to DOB NOW. If you need to register for an account, visit the Registration Information page for additional information.

After registering for an account in eFiling, you can use DOB NOW: Build to:

• File jobs and submit fees online
• View and search information related to your jobs and permits
• Upload documents
• View objections
• Schedule and review objections with a plan examiner in a virtual meeting
• Receive emails at milestones throughout the application process
• File Post Approval Amendments (PAA)
• Make Corrections
• Pull and print After Hour Variances
• Pull and print work permits
• Receive Letters of Completion by email

Steps of Registration

Building Owner, Building Manager, or Owner Representative or other Non-DOB Licensed Personnel :Registration

1. Go to eFiling Registration Form, and fill out the account information.
2. Select I do not have a license or DOB-issued ID #.
3. Read the Agreement section, and click Submit. You will receive two (2) emails. Your account will not be active until you get the second email.
4. You must click the link sent in the first email to activate your account.
5. The second email confirms your enrollment. You can then use your eFiling email and password at DOB NOW.

Concrete Test Lab Director, Electrical Contractor, Master Fire Suppression & Piping Contractor, Master Plumber, Oil Burner Installer, Professional Engineer, Registered Architect or Registered Landscape Architect :Registration

1. Go to eFiling Registration Form, and fill out the account information. The email address used to create an eFiling account associated with a license/registration number must be the same as the email address on record with the Licensing Unit.
2. Select I have a license or DOB-issued ID #.
3. Enter your license number and business name in the appropriate in the appropriate section.
4. Read the Agreement section, and click Submit.
5. You will receive an email asking you to activate your account. Click the link in the email; this will open a new browser window. In the new browser window select Click here to open the Authentication Form, which is a printable version of the information you just entered in eFiling.
6. Print the form using your browser menu then sign, date, and seal the form.
7. Scan the form and a copy of your state-issued identification, such as a driver’s license, or DOB ID as one PDF file.

Upload the PDF file at www.nyc.gov/dobhelp. Select Module eFiling Authentication Forms, fill out the required fields and upload the file in the Supporting Information Upload section.

Your license information will be verified, and you will be notified by email when your account is activated. Once you are approved, you can then use your eFiling email and password at DOB NOW.

For each DOB NOW: Build or DOB NOW: Safety filing submission you will also have to upload a completed Design Professional/Licensee Seal and Signature form (DPL-1 form).

Registration: Qualified Exterior Wall Inspector (QEWI)

1. Go to eFiling Registration Form, and fill out the account information.
2. Select I have a license or DOB-issued ID #.
3. Enter your license number and business name in the appropriate section.
4. Read the Agreement section, and click Submit.
5. You will receive an email asking you to activate your account. Click the link in the email; this will open a new browser window. In the new browser window select Click here to open the Authentication Form, which is a printable version of the information you just entered in eFiling.
6. Print the form using your browser menu then sign, date, and seal the form.
7. Scan the form and a copy of your state-issued identification, such as a driver’s license, or DOB ID as one PDF file.

Upload the PDF file at www.nyc.gov/dobhelp. Select Module eFiling Authentication Forms, fill out the required fields and upload the file in the Supporting Information Upload section.

Your license information will be verified, and you will be notified by email when your account is activated. Once you are approved, you can then use your eFiling email and password at DOB NOW.

After your account is activated, you must request QEWI designation from the Façades Unit. Send an email to facades@buildings.nyc.gov, and include the following:

Your name, phone number and email address you used to register in eFiling

New York State license number

A list of jobs filed in New York City as the applicant on buildings over six stories that involve façade restoration work with an example of work history and a contact person who can verify the information.

The Façades Unit will contact you within two business days to schedule an interview. The interview will be held at 280 Broadway and last approximately an hour. In most cases, you will find out at the interview if you have been approved. Once you have been approved by the Façades Unit, you will be able to login to DOB NOW: Safety and submit compliance filings.
For each DOB NOW: Build or DOB NOW: Safety filing submission you will also have to upload a completed Design Professional/Licensee Seal and Signature form (DPL-1 form).

Registration: Boiler Insurance Agency Inspector

1. Go to eFiling Registration Form, and fill out the account information.
2. Select I have a license or DOB-issued ID #.
3. Enter your license number and business name in the appropriate section.
4. Read the Agreement section, and click Submit.
5. You will receive an email asking you to activate your account. Click the link in the email; this will open a new browser window. In the new browser window select Click here to open the Authentication Form, which is a printable version of the information you just entered in eFiling.
6. Print the form using your browser menu then sign, date, and notarize the form. Once completed, scan the form and save it as a PDF.
7. Send an email to the Boiler Unit at BoilersSafety@buildings.nyc.gov and include the following:

• The saved PDF version of your Authentication Form
• A scanned PDF copy of your New York State Department of Labor Certificate of Competence

The Boiler Unit will verify your licensing information, and then notify you by email that your account has been activated.
